Bloom was appointed to complete two new-build residential blocks, delivering 40 social housing units across Maltby and Fendall Streets. The project had stalled after the original contractor collapsed, leaving a partially completed site. Bloom’s scope included final fit-out, commissioning, landscaping, external works, contaminated soil removal, lift installation, play equipment, and full Building Control compliance. The project forms part of Southwark’s affordable housing programme, delivered under a PCSA and a design and build contract.
The two blocks—24 units at Maltby, 16 at Fendall—were treated as separate sites with independent security and logistics. With works 90% complete at takeover, the focus shifted to regaining control: validating all MEPh installations, assessing existing materials and evidence of water ingress, reviewing thousands of documents, and interviewing prior stakeholders. A full cost plan and programme review enabled risk allocation and clarified responsibilities. Original subcontractors were retained where viable to preserve warranties and ensure continuity. The original project manager became Client Liaison Officer, providing critical site knowledge and smoothing transition.
