Bloom Construction is delivering the cut and carve refurbishment of this locally listed student accommodation building within the Minet Conservation Area, forming part of a wider campus arrangement. The building adjoins occupied blocks on a residential street, with a school to the rear, requiring controlled logistics and phased delivery in a constrained urban setting.

Appointed under PCSA followed by JCT Design & Build, Bloom is managing the consultant team through RIBA Stage 3–4, undertaking value engineering to align the scheme with a fixed budget. Enabling works include soft strip and asbestos removal. Main works comprise new three-storey internal fire escape stairs and lift installation, removal of the existing interconnecting stair, infill of structural voids to create additional rooms, window replacement, and full MEP and fit-out works including joinery, finishes and furniture.

Innovations / Efficiencies realised:

  • Early-stage cost planning enabled retention of key structural elements, reducing redesign and protecting programme ahead of contract execution.
  • Reconfiguration of circulation and void infill increased net usable rooms without extending the footprint, maximising asset value within conservation constraints.
  • Phased enabling and asbestos removal were sequenced ahead of main construction, de-risking programme exposure and allowing uninterrupted progression to September 2026 occupation.
